		<description>The Tax Cap sounds good in theory but look at the actual increase in levies across the state and you will find that many, mine included don&#039;t increase 1% let alone 4% so the cap will do nothing to reduce the local tax burden. However when you apply the 2% reduction in state aide to local government, you have the recipe for a tax increase. And it looks like that reduction in aide will be even more significant in 2009-2010. From my perspective, it appears that the &quot;Tax Cap&quot; is nothing more than a smoke screen and I don&#039;t think that John Q public is dumb enough to buy it!</description>
