How can Monroe County be &quot;Number 2&quot; when Westchester and Nassau (by CGR&#039;s own reckoning) are 1 and 2, respectively?

I think Westchester and Nassau County homeowners should sell their high-priced houses and move to Niagara County. At least they&#039;d be closer to the falls when we all go over in that bloated pork barrel!
