<description>While the amount paid per bracket is lower, the average actual taxes per individual American increased.

From 1996 to 1999 after Clinton’s tax changes, President Clinton brought in $6.581 trillion.

Given a U.S. population of 282,171,957 in 1999, this results in $23,324 per American taken in by the federal government.

From 2005 to 2008 (the last year a serious recession year), notwithstanding the so-called “tax cuts,” President Bush raked in $9.652 trillion. With a U.S. population of 304,374,846 in 2008, this constitutes $31,712 per American.

Clinton’s $23,324 per American in 2000 is equivalent to $28,887 in 2008. $28,887 inflation-adjusted Clinton revenue per American is massively lower than Bush’s $31,712 per American in 2008.</description>
