		<description>I&#039;m a firm believer that high speed rail to solve NYS problems. It is the next Erie Canal.
Any solution shouldn’t upset the balance of urban, rural and agriculture. Before initiating any solution we should have laws preserving the existing zoning (to force revitalization).
Revitalization:  accessibility (high speed rail) , broadband internet access, highly educated community, affordable entry level housing  (we already have).
Side note:  Any NYS resident residing in NYS after graduation should be able to deduct the full loan payments off his NYS income taxes (plus a property tax rebate for residency  within outside tech centers (SUNY collages like Utica, Potsdam, Oneonta, etc.. ).
Freight rail is coming back. NYS has many abandoned lines that can be used for both (passenger and freight).
Assume a replacement of air service for the basic ridership, but if you build it they will come. Hour delay for boarding.
